If your billing address is not in Österreich (austria), please set your store region preference
What does that mean? I only wanted to add some money (Paysafecard) ...

It means there is a difference between where the PaySafe card was issued, or the address associated with the PaySafe card, and what your store country is set to. Your payment method must be issued in the same place as your store country over here:
