Any clue how to fix this error "the exception unknown software exception (0x40000015) occurred in the application at location"

I have been a happy steam customer and have spent hundreds of dollars on steam, I have had multiple times were steam will not load and in response I get this error.

"the exception unknown software exception (0x40000015) occurred in the application at location"

The first time I got this error it was after I had turned of my PC and turned it on the following day. I was stuck unable to play on steam for a month until one day i decided to see if it would work and it worked just fine and has since till today when steam became no-responsive and I was forced to use task manager to shut it down. I have left a ticket in steam support many times in the past and have gotten responses that do not fix the problem and so I wanted to ask the community.
