Steam In-Game Overlay Will Not Appear
I've deleted the gameoverlayui.exe as that was suggested, but Steam won't reinstall it.

Things I have tried:
Verify game cache. That's for the games you idiot.
Turn off fraps. That is not even on my computer.
Check your anti-virus software isn't blocking anything. Excluded Steam since I got anti-virus software.
Refresh Steam files https://support.steampowered.com/kb_article.php?ref=3134-TIAL-4638

Things that have worked:

Suggest any others you can think of. Dobut they would work, but it's worth a try.

I need to get the overlay to work in order to take screenshots, talk to friends and accept game invites without having to alt+tab.

Wait. You said earlier you've deleted the overlay binary. Was it restored?

Yep. It restored itself after doing the flushconfig.

Steam or the Steam overlay? Anway, Avast is well-known for screwing up Steam. This is listed on the support page which you'll find when you look for the overlay problem in the Steam support portal and I for myself have spent an hour debugging a weird problem at a friend's which ended up as Avast thinking that Saints Row 4 is malware.
Deactivate Avast. If that doesn't help, uninstall, reboot and see if that helps. If it doesn't, the problem will be elsewhere. If it does, then Avast is simply evil.

Okay? But what free antivirus software do you recommend I use, because I can't expose myself to any kind of attacks, and I do download frequently.
