Troubles with Download Speed
Recently I got a new ASUS desktop computer. When I first set it up I was able to download my games at around 7 MB/s. Ever since the Steam Summer Sale hit though I've only been downloading my games at 2-2.1 MB/s and I have no clue why.

At first the computer wasn't on an ethernet and I thought that would be why. So I got an ethernet set up and once I tried to download a game it'd still sit at the 2 MB/s download rate.

So my question: can someone please tell me what is going on and how can I fix this? I've reset my internet, I've added an ethernet cord, but nothing has been working. If at one point I was able to download at around 7 MB/s how come I can't now?

Could be your ISP is throttling Steam downloads. Wouldn't hurt to test your general Internet speed:
http://www.speedtest.net/

Results will be in megabits per second, there are 8 megabits to 1 megabyte (which Steam uses by default.)

It's Cox if that tells you anything.
Ping 39, Download 17.53, Upload 6.7 - according to the speed test.
Switching service is a pain though. Hopefully I can just contact them and see wtf is up.

18 as reported by speetest is about 2.25MB as reported by Steam unless you change the display.

Speetest reports by default in megabits per second (Mbps).
Steam reports by default in megabytes per second (MBps note the capitol B).
It takes 8 bits to make 1 byte

So by that logic 2ish megabytes is what I'm supposed to be downloading at? How come it was at around 7 megabytes before then? It's probably the internet provider still, right?
I'm pretty sure the internet package I have is 50 megabit internet, which means I should be getting more than 2 Megabytes in the first place.
50 megabits should be 6-ish megabytes. I would ask my ISP what's going on, since it's not just Steam that isn't hitting proper speeds.

Now is there a chance it's my router? That's what I'm currently ethernet-ed to. I might try plugging the ethernet I have in my desktop into the modem to check if it's any different.
It's possible. All the traffic goes through the router, so bypassing it to eliminate it as a source of the problem wouldn't hurt.
Thanks to anyone who replied. Turns out for some reason that Cox has a limit per month that you can download. My limit happens to be 350 MBs/month and I guess I've gone over that, but keep in mind there's three other people living with me.
RIP decent download rates. They throttled me down.
