Very slow/Interrupted Downloads from China

As the title says. Im using the Shanghai server which is less then an hour drive away from me. My ISP is top notch aswell but i get very irratic download speeds on steam. Is anyone else having that problem?

Sometimes it goes Full power but then slows down to a crawl and "reschedules t" then i have to wait for a bit and then MAYBE it starts again, or goes into hours of rescheduling.,no matter what servers i pick. Im having this problem for a while now, but usually im patient. However im trying to download Arma3 DOOM and Wolfenstein, and i would like to play those games this year.

if the problem cant be fixed. is there a way i can just go to the datacenter with my USB harddrive? That would be the faster way (and definetly the most awesome way to get steam games!)

It's your ISP fault that downloads suddenly drop to 0,00b/s and reschedules. Contact them and see what you can do.

being able to say everything you want doesnt always mean that you should say everything.

If i wanted to chat with people i would ask a friend over. I need a solution to my Problem either people can give me a solution. Or they can confirm my problem (or not) but for that they HAVE to be in china. Every Country is different, and solutions to common problems from Europe or America will seldom apply here. Im not interested in Conversation, im interested in Result, sooo...i guess i just write a ticket...steam help forums are useless.
