Steam and steam games are freezing every few seconds but nothing else.
My steam seems to freeze every ~13 seconds for ~3 seconds.
Same goes for Total War Warhammer 2. Dark Souls III does have this freezes too but not so often and for a shorter time.

The thing is that non steam games like Assassin's Creed III or Overwatch seem not to have this problem???

CPU: i7 7700K
Graphics: Nvidia RTX 2070
RAM: 32GB
OS: Win10

Make sure that your bitdefender, virus scanner, firewall, or any other program that routinely scans for files on your OS is either disabled or whitelisted for Steam.

I don't know what the video card you have is capable of doing, is it fully able to function with those games? Did you check the store page for the minimum/recommended specs?

i had this problem with gta v and i fixed it by simply reinstalling but idk if you have tried that already

Sometimes reinstalling the steam client will fix a lot of things. Not the games themselves, you can usually just verify those files and it'll fix up anything that's broken that way. But sometimes the steam client itself is broken.

I'd say though that making sure that your rig is capable of running those specific games first, verify the games/ steam, then make sure your os isn't interrupting things.

Windows 10 is notorious for restarting or changing settings for your scanners and whatever firewalls, so whenever it updates, be sure to check again.

@Zekiran: I've added already exceptions to my antivirus to not scan steam and the steam library folders. My video card is an Nvidia RTX 2070.

@Mr.Unclean: I've already installed steam on another drive and even with an empty library it had the same stuttering issues.

The problem is it's not only the games it is steam alone, too. My guess is that the freezes in steam are bringing the games to freeze too. I've already disabled steam overlay but it didn't help. :\

I've already installed Steam into another folder on a different drive but it didn't help. When I post here in the discussion thread via chrome I have no freezes but when I try to do the same in Steam it freezes every ~13 seconds and I've only see what I've written ~3 seconds later. :\

then i guess a possible reason could be your software.if you dont mind you could reboot your pc which is a pain the a** but at least if this wont fix your problem you will know that your PC isnt the source of the problem

i have same problem i7, nvidia 1060 6gb ( now 1660)
reinstall steam , resintall game..
reinstall to different ssd drive.
disable kaspersky.
updated nivdia driver.

problem remains

I am having the same problem as OP. Non steam games have this problem if I keep steam client running, example The Witcher 3 I play though GOG Galaxy. It started yesterday after playing Rising Storm 2: Vietnam for the first time.

Solutions I have tried:

Reinstalling Steam
Reinstalling games
Verifying integrity of game files
Clearing Steam browser cache and cookies
Clearing download cache
Enabling automatically detect settings and disabling LAN settings
Granting Steam administrative privileges
Repairing Steam via Window+R
Repairing library files
Allowing Steam access through Windows Defender firewall
Disabling Steam overlay
Reinstalling GPU drivers
End tasking all programs in task manager other than Steam
End tasking Client WebHelper (32 bit) in task manager

I had the same problem. I had a 8BitDo stick plugged in and after I removed it Steam was fine again. If you have such a stick or other bluetooth sticks try to remove them.

I have the same stick and had the problem. But now it's working fine. Even with the stick.

It was just the effing 8bitdo!!! been having this problem for months.. and I ultimately decided to uninstall steam completely losing all my games..

I was having the same problem and it was 8bitdo adapter as well... Thank you for finding this out I thought I'd never be able to play CSGO again.
