I don't know what the video card you have is capable of doing, is it fully able to function with those games? Did you check the store page for the minimum/recommended specs?

Sometimes reinstalling the steam client will fix a lot of things. Not the games themselves, you can usually just verify those files and it'll fix up anything that's broken that way. But sometimes the steam client itself is broken.
I'd say though that making sure that your rig is capable of running those specific games first, verify the games/ steam, then make sure your os isn't interrupting things.
Windows 10 is notorious for restarting or changing settings for your scanners and whatever firewalls, so whenever it updates, be sure to check again.
@Mr.Unclean: I've already installed steam on another drive and even with an empty library it had the same stuttering issues.
The problem is it's not only the games it is steam alone, too. My guess is that the freezes in steam are bringing the games to freeze too. I've already disabled steam overlay but it didn't help. :\
