Well, you should definitely be able to run the game then.

Do you have crashing issues in other games? Or is it Metal Gear Solid V: The Phantom Pain only where you're witnessing them?

it's not just Metal Gear Solid V: The Phantom Pain ... i have this problem for a while and i dont know what to do.

Let's put it this way: "What have you tried?"
  1. Have you tried right mouse clicking the game on your Steam -library
    [Properties -> Local Files -> Verify Integrity of Game Cache]?

  2. Have you tried running its redistributable files?
    [Properties -> Local Files -> Browse Local Files]

  3. Have you tried inquiring further on the game's own forums?

Right mouse click those files and [Run as administrator]
