Help! sourcemods not appearing in my "Library" area.
I am using a secondary hard drive for this. Any help?

Have you installed them via Steam? Because if not and you simply copied them from someplace else, no wonder Steam doesn't recognize them.

What i've done is ive gone onto a website, downloaded these sourcemods, and placed them in my sourcemods folder. I do have a game that runs source, so there shouldnt be a problem.

If he's talking about "sourcemods" -sourcemods, then you don't install them using the Steam -client, but usually the installer you get from a third party website like ModDB.

If I were OP, I'd try the main folder and see if it works any different there.

Literally just tried that. It works, but i have at least 10gb of sourcemods on there and i hqave limited space in my primary drive. I guess i'll just have to put up with it.

Well, you could consider using symlinks instead.

i.e.
mklink /d "C:\Program Files (x86)\Steam\sourcemods\" "D:\Games\Sourcemods\"

Files would be on D:\, but Steam would still find them via C:\.

The reason I asked was because I'm not sure how 'supported' secondary disks are when it comes to sourcemods.

I edited my above comment a little bit.

Exit Steam, move the Sourcemods -files on your other disk. Remove the sourcemods folder from Steam. Then apply that command in your command prompt (cmd) as admin.

It should create a 'sourcemods' folder which redirects to your secondary disk's location.

I have my steam installation on a MyBook with 4 TB of storage (E:\) and I didn't have a sourcemods folder, so when installing a mod I made one. I restarted steam, nothing there, tried installing all source sdk bases and restarting steam, nothing.

That's a storage disk, not really one I'd ... rely on for gaming? Did you install Steam on that drive specifically? Source mods go in the same directory with their base game, so half life mods in hl folders, etc.
