Anyway, the can refund whatever purchase made her account unlimited and revert to being limited and thus unable to gain Steam levels in the first place.
Not possible, tell her to put her dads passing date into the info/about, with that she can even put a "miss you" or "RIP".

Unless Steam Support does (and I really doubt they can), I'm afraid to say there's no going back. Even if she became limited again, her level won't change back to 0.
You were a good friend who gave her a gift, I'm sure she will understand you did not do it to make her life bad, you did it to make her happy, do not be to hard on yourself.
