Report a translation problem
Then go in the folder manually and remove the mods.
If the mods didn't overwrite anything, you could download the mod files, see which they were and exclude them yourself.
I'd almost suggest to make a backup of any file you replace with mods from now on.

Also, as a note, the game does not use Steam Cloud, there's no way your mods are "stored into the cloud."
It's possible the mods have affected some configuration file not present in the
-- \steamapps\common\Grand Theft Auto V\
