I don't think the launch argument gets rid of that issue.
I think the closest to having two accounts with Steam Mobile Authenticator; and not being prompted about it every time another account logs in would be to have two Steam clients installed on the computer in separate locations, sharing a folder in common where the games are stored.
As far as the Steam Family Sharing problem goes, I think you're talking about the PIN code present on Steam Family View?
If so, it's not necessary for Steam Family Sharing, it's the parental lock.

You wouldn't have to do all the sign in/out crap if you just make a separate Steam Client for each user. Then make a steam shortcut to desktop that goes to the user specific steam client.
But if you share a system; then each person should have a separate Windows User; and if one of those users is already on Steam client, just fully exit it before switching OS users.

So, u mean, if i download another install of steam and place it at my brothers folder i won't have this problem and we both get auto login without any Mobile UAC code stuff?
Personally I'd move the games (and their appmanifest -files) to some "middle space" and link both clients to those via [Steam > Settings > Downloads > Steam Library Folders]
Just to check, I just used "-login account password" with my alt. that uses regular e-mail Steam Guard (no issues); then used it again on my primary (which uses Mobile Authenticator -code) and sure enough I was prompted the code from my phone.
So that launch argument isn't the option in this case.
Steam is unable to send any email certainly so i can't log him in at the new steam install. Can't verify my own email either... I'm getting tired of this bs... Emails should not be that hard, to send, right??..
U don't reinstall Steam; in fact u don't need to ever "install" it anyways...
Put it on C Drive like this for example:
C:\UserName\Steam
For each person who will use Steam on the system; very simple really.
Make this folder structure while logged into the main account that has full Admin rights.
To get the Steam files there; go to where u already have Steam Client install (i.e. C:\Program Files\Steam) and copy those files & folders into the new Steam folder on C drive; do it for each user folder u need for having a separate Steam.
Then for each user, should have their own Steam Client shortcut on the Desktop, like this:
User Desktop > Steam Client shortcut that points to C:\UserName\Steam\Steam.exe
However, before u do this, be sure to go into "Folder Options" in your WinOS and allow hidden files/folder to be shown. So you can actually copy any hidden files from your Steam folder as well.
As far as Steam sending emails; it won't be instant. And they will also usually fall under your emails Spam/Trash folder by default, so ensure to look for them there. To keep them from going there, in your Email Account, whitelist the Steam email addresses.
