Steam redownloads games?!

I don`t know what exactly what happened, but all the games in my library are now unplayable and can only be installed, instead of played. I think it happened after i uninstalled and reinstalled skyrim, but i haven´t moved my steamapps folder or any of the games in it.
I tried installing one of my games and it scanned for existing files. It took almost 10 minutes (12gb game) and then it just proceeded to download the whole game anyway. For what i can tell the games files are still where they should be (C:\Program Files\ (x86)\Steam\SteamApps\common). My standart library is "C:\Program Files (x86)\Steam" and i can`t set it to steamapps (don´t even know if i should)

Did you restarted steam?
It happend to me too
Try restarting it

If you're talking about [Steam Library Folders] displaying "C:\Program Files (x86)\Steam" when the game files install under "C:\Program Files (x86)\Steam\steamapps\common\*" That's normal.

Your antivirus could be a reason for example.

Oh okay sorry i never played games here i saw some person with the problem and he fixed it and he told me too lmao
