Do you get that not only on your Steam -client, but your web-browser too?

Is your system time correct?

While this is probably a silly idea, let's try it anyway.

Exit Steam
Hold down [Windows] and [R] -keys
%localappdata%
Press [Enter]

Open up the Steam -folder within, and remove the htmlcache -folder.

Hold down [Windows] and [R] -keys again
steam://flushconfig
Press [Enter]

See if the problem persists.

While this was only a case scenario in 2014.

I'VE FOUND A SOLUTION: To fix it, go into your settings. On the first tab you will see a button called "Beta Participation". Click "Change". Go down into the dropdown menu and choose "OPT out of all Beta programs". Click "OK". It will ask you to restart Steam. When you load it back up, it will be downloading an update. Then when the client is finished, you should be able to go into everything again. NOTE: I found this out myself.

Since 2014, both the live client and the beta client have changed drastically, but again, nothing to lose by trying to opt-in / opt-out.

Could you share what you've tried in that case?

It's somewhat odd that this is happening on the Steam client; but not on your other browsers.

Anything extraordinary that could've happened before and after the issue started?

In that case, give this a look:

The most common one to affect the Steam -client is likely this:

i visited support and malware tips but where or which antivirus i get?

The said suggestions on the above page are as follow:
Free Anti-Virus Software for Personal Use
Commercial Anti-Virus Software
Note:
Many commercial Anti-Virus software packages include much more than an Anti-Virus application. Packages such as Norton/Symantec and McAfee often include Internet Security components that have been known to interfere with Steam. Please disable your Anti-Virus software before launching Steam and re-enable it once you are done playing games.

Personally, I'd avoid McAfee with a long stick. If you already have an antivirus (like you really should), use that.

Glad to hear it's working for you now!

Although, don't forget that you did most of that work yourself. So there's little reason to thank me for it.
