In fact, random strangers might have THEIR best interest in mind!
The only reasons why scammers get what they want are fools. Don't be a fool yourself!

But since he sent me a gift, and Steam are able to see he did that to many people before refunding them, can't they do something ? I mean, we have SteamGuard and others stuff to protect the trades, how can they go through it ?
So there's a problem with their politics and their trading system, no ?
They were returned in the past, and since things have long since gotten out of hand, they don't do that anymore.
Your scenario isn't supported now, as it wasn't back then either. You already confirmed your gift was made outside the trading window.
They revoke it with a chargeback.
My key trading has been done outside the trading window, but the Doom gift the guy sent me has been done on Steam
@ReBoot My key trade isn't, but the gift trade has been done on steam window trade, so they have proof of it, as they have proof that this IP has done the same things many time
The term: Refunding makes me think of Steam's own internal system. It is not possible to refund gifts that you've given someone else (if they're accepted it.) The recipient of the said gift has to allow the original buyer to request the refund first.
