Valve is one company, UbiSoft is another.

They both created a game store and a client that you can purchase and play games through.

The cd key you get with the disk version of that game is only able to be activated on uPlay, the UbiSoft client. Likewise, if you bought a disk version of Counter Strike, it would be only be able to be activated on Steam, the Valve client.

The only difference is, even if you buy the game directly from Steam, it still needs to connect to uPlay to be able to play it (you'd be using 2 clients).

In either case, you would be playing with the same group of people on the internet - wherever you buy it from!
