Help with payment error
I tried to buy dark souls, but i accidentaly put in the wrong billing information due to my recent moves (3 in less than 2 months) and it was declined, i went back and fixed it, but steam already took the money out of my account, so i had insufficient funds(therefore i never recieved the game). please fix this somehow because this has been causing me a lot of unnecessary stress.

Presuming it says Failed here then?

If so, your funds should be returned within 10 business days.

it says on my card account that it is "Pending" and i called them to ask what was happening, they said at max it would take 5 buisness days, and today was the last day. And i tried twice to buy it (but with it being declined it costed me 2$, 1$ each time, on top of the 21$ for the game)

Anyhow,
https://support.steampowered.com/kb_article.php?ref=4453-WGHZ-7934#pendcharge
Steam informed me that my purchase failed, but there is a pending charge on my credit/debit card. Why?
If the error message that you receive when failing a purchase contains the words "temporary hold," you may have failed an AVS (address verification) or CVV2 (3-digit code on the back of the card) check with your bank. In these cases, most banks will still allow the purchase to go through, setting the funds for the purchase amount aside, despite this information being incorrect. Steam will always decline a transaction that fails an address or CVV check. Steam will not collect the funds that your bank has put on hold. Your bank will release the funds to you at a later date per their policy. This can often take up to 10 business days.

Here's more on the Address Verification System (AVS)
My bank reports a pending charge for a transaction that appeared with this error
Most banks use light security around this verification system, and will actually accept charges for transactions that fail this check. Steam has a strict policy that fails all transactions with incorrect, false, or fraudulent address information. There is no way for Steam Support to force Steam to accept payment from a transcation that has failed in this way, even if the charge still appears as pending in your bank account.
