How to recover games after a memory wipe?
So, i recently wiped my hard drive on my laptop which in turn also deleted every file i had on there, as well as the steam files. I never really backed up the data on the games and now i have to start fresh on every one. is there i way that i'm able to recover the files or am i screwed?

Log in to the correct Steam account, download your games...

1) You can always re-download the games from Steam so its' not necessary to recover them

2) If a game has steam cloud then your save games will be retained

3) since it sounds like you fromatted the drive there's no real way to recover the files. You can try an offline data recovery tool, but if you did a format and reinstall of the OS, the files are not likely recoverable.

You didn't lost your steam games,if you download steam again and login in with your current steam account all you have to do is to install games again (your steam inventory is still there and all your items)
This happened to me about few days,my windows was screwed up and i installed windows 8 again and all my files gone(worst part for my was when i lost all my Telltale save games-if you know Telltale games you will get it :P)

if you are talking about you local game saves, you will not recover any that were not automatically saved to the cloud. Not all games do it...
