Can I split my Steam account ?
For the last few years, my kid has been playing Steam games, with an acount I created for him, but it was under MY name. Now, since rFactor has converted to Steam, there are times where I may be racing or practicing and he would like to get into his games. We can not both be connected at the same time ! Can I create a new acount for him and move his content to it ?

It's not possible. At best you can go offline on your main account while he uses family sharing on a new account, but that means no online features for you in the meantime.

You can't move games from account to account, once activated, it is tied to that account

Who will tell you the same thing. Probably just giving you a link to the knowledgebase, pointing out the bit about merging accounts in regards to licenses not being transferrable: https://support.steampowered.com/kb_article.php?ref=1558-QYAX-1965 and then telling you to read the SSA: http://store.steampowered.com/subscriber_agreement/

Why not just use Family Sharing instead? The other account would have access to all the games.

Family sharing seems to be the way to go in this case. I'd definitely look into if if I were you. You could create a new account, turn on family sharing, and have two accounts with access to the same games without the other person getting kicked off when someone wants to play something else.

Family sharing sounds possible, but I don't see under account details where to start Family Sharing. It just says I have none authorized. When I go to Steam help, and click on that topic, it just sends me back to the SAME page that shows my status, but no button to add anyone.

(in client) Steam -> Settings -> Family -> Authorize this computer

Make sure you're logged in on the computer you're trying to authorize of course.

Not really ridiculous when you look at the flip side of the same coin. Steam does 99.99% of their business online. Their system is the way it is for your safety/security, as well as CYA themselves. There's a lot more to handing a game to someone (digitally or otherwise) than you would think, when you consider the 'legal' side of things, licenses, keys, attorneys, etc.

If I were you, I'd start his own Steam account ASAP, and utilize the parental controls. Do it now before you buy anymore games for the kiddo, or yourself, and if you're not already using dual authentication... highly advised, as well.

If I start his OWN steam account , he loses all his achivements, doesn't he ? He has to start from scratch on everything and all his created content is not there.

He can move his created content himself.

This reminds me of this story with Bruce Willis and iTunes. It's a legitimate issue in a time where everything is digital subscriptions tied to accounts instead of physical objects belonging to a person.

Contact Steam Support, OP, https://support.steampowered.com/ This is a topic that will haunt all subscription based services in a couple of years.

I started a Steam account for him, not for me. He's the one who uses it all the time. It's just my name it's under. If I had know all the "No we can't do that " situations that would come up, I would have given him his own, way back then. Heck, I have one account now that the name is simply misspelled. Can that be fixed ? " No. ". Can I have Steam remove this account so I can create it again ? " No. Can I have more than one account associated with ONE e-mail ? "No".

On top of that, the whole reason I am here now, rFactor2 won't let me join my server, when it worked fine BEFORE the conversion to Steam. Some drivers can, others can not. Can I get support HERE for that ? No. They send me back to ISI. I doubt is it there issue, since it worked previously.
