Do you mean the notification pop-ins and pop-outs; or the mail icon?

There's no official way, but you could go to
C:\Program Files (x86)\Steam\resource\styles\

Copy steam.styles

Go to
C:\Program Files (x86)\Steam\skins\

Make a folder and name it whatever you want, inside that place a folder called resource within which place a folder called styles. Place the copied steam.styles file there. Now open the said file up with WordPad and alter this line:
//Notifications.PanelPosition "BottomRight" // --> settings.ini

Save the file.

Then go to [Steam > Settings > Interface] and enable that skin (override).

Not really, it's just copying a file to an override folder and making the change within that one line.

It just probably looks more difficult than it actually is when written like that.
