A recent Steam Store transaction has been disputed by PayPal.

Guys my friend go in my acc and give me 25 euros paypal and than after whe had no more contakt he took his money back from my steam acc : http://prntscr.com/b2wql4
what can i do if i dont have any access to this paypal acc can anyone help me?

You need to get your 'friend' to reverse the chargeback dispute within the 9 week window. If you don't do this; your account will be permanently suspended. The exact transaction has to be paid back too. Once it's done; contact Support.

I wouldn't call that person a friend.

Either way, your friend would have to reverse the chargeback, and then you have to contact Steam support.

No, because there's more losses than just the 25€ if the dispute isn't cancelled.

The PayPal chargeback has to be cancelled.

I don't think Support/Valve negotiate alternative means of payment as they have to pay fees. Valve also get flagged for hosting a fraudulent transaction and if the dispute is reversed and cancelled; the flag against them is removed and they can claim the fees back at the end of the financial year as the fraud is disproven.
