Blender doesn't work for "Open as" please help its urgent
I need to open some files as .blend and whenever i choose Blender in the "open as" menu it doesnt come up as an option, like I didnt choose anything

If you are on Windows there should be an option to search for an application when you right-click the .blend and click "open with".
When the Explorer opens manually search for your steamapps folder and select blender.exe

You can also temporary add the launch option "-R" to blender from within steam.
(not sure if that allone does the trick - can't find the community-guide I got that from anymore as the guides are somehow broken...)

Blender isn't on my steam and the file isn't .blend, it was before but it got changed, now i cant change it.

sou you accidentally changed the file ending. when jou are on win8/10 you can make the explorer show the file endings by checking the option in the view tab and rename the file.
on older windows you have to enable that option in explorer folder settings

If you know it is a .blend file you can just rename it to whatever.blend (it will work again if you do this!), if you have converted it to another file format then you will have to use Blender's import options to get it back into a .blend format.

Will reinstalling the game work? (unturned)
Or can you quickly tell me how to use the import option?

What was it before it was in notepad format? In other words have you associated it with notepad on your system, giving it a notepad icon? If so what is it's actual file type, right click on the file and look at it's properties, give me the full file name at the top of this.

When it worked it had a blender icon, when i uninstalled blender like crazy trying to get it to work again and again, it just became a paper page, ill send you the name

It looks like it is still a .blend file, have you tried just dragging it into an open Blender window?

Im using blender 2.49 because it worked last time i tried it, but now it doesnt, whenever i try to drag it into the window it just does the "no entrence" mouse (perfect example)

1) Try some newer Blender versions, 2.49 is very out of date. A modern Blender file will probably not open in a version as old as 2.49, there have been a lot of substantial changes since then!

2) In the properties window that you uploaded before use the "Change" button next to the "Opens with" text and select Blender from your list of programs(use search if you can't find it).
