Yeah, certainly something that looks like tearing (weird lines of artifacts appearing using scroll wheel or scrollbars)

I get it too, I'm on Windows 10 x64 and I had the problem in Windows 7 x64 as well.

I read somewhere that it might be an nvidia driver issue.

Steam web browser component got updated to Chromium 49. Google enabled smooth scrolling. That makes the tearing while scrolling. There is no option to turn it off.. :-/

Didn't have this problem till yesterdays steam update. Never had it before with the exact same hardware.
Yes all my drivers are installed and up to date. I just downgraded my video card drivers to see if that fixes the problem it has not. Reinstalled the newest version back.

AMD FX-8350
MSI GTX 970 4GB
G-Skill Sniper Ram 16 GB 1600 Mhz
Kingston Hyperx Savage SSD 240gb
WIndows 7 64 Bit with sp1

Me too, very annoying. Got GTX 970. Made a fresh driver install - did't fix it.

screen tearing in browser windows happens when the windows desktop manager is disabled.
aka when windows Aero is disabled or you are using windows basic as your style.

if you want proper refreshrate syncing on your desktop you need to enable that

Have the exact same problem. Not sure if it is related to a recent Nvidia driver for my 980TI.
