Because that is what they always do once they have done all they can, which in the case of not having a version of the mobile authenticator for Windows Mobile and you no doubt complaining about that and asking them to do something about it when there is nothing they can do will almost certainly have happened.
And they are quite right to do it, if there is nothing they can do to help you are just wasting supports time creating tickets on the issue.
First of all, if there is nothing they can do they should clearly say so, "sorry, we can't help you with this issue", but they didn't. Second, I'm not complaining but rather asking for solution of a few issues I have encountered. If some of this issues can not be solved, doesn't mean others can not.
2) There is an unofficial app that supposedly allows the use of mobile authenticator on Win Phone. Is there any information from Valve if it is safe to use or not? ( I don't need some user's opinion here, I need official reply if there is one)
3) Is there any recommendation guide for windows phone users regarding mobile authenticator issue?

That's the problem with support. I ask them this questions and get "installing Mobile Authenticator FAQ" link as solution, where any mention of WinPhone is avoided as if it does not exist. They didn't even read my ticket, then they try to close it as if it is feedback, and now are in ignore mode.
So, they never read my ticket, provided no info and no answer, but somehow think they did all they could.
Still, by your logic it is valid excuse for a ♥♥♥♥♥♥ support work.
