What to do when Steam support purposely ignores ticket?
It's not the first time it happens. Last time their initial answer came in 6 months later, with them instantly closing ticket without option to reopen it.
Now again, I ask question because there is no relevant information in articles that exist, and get generic useless reply pointing me to said articles. I point out that there is no info I need there, they try to close ticket under pretence it is "review"/"feedback". I state that it is not feedback and I have real issues I need solved, now they just ignoring ticket for a month.

I really doubt community can help here. It's about Mobile Authenticator and Windows mobile platform.

Have they said (not necessarily in these words), "This is all we can do to help you with this issue, if you have different issues feel free to create a new ticket, we will not respond and just close any new tickets you create on this issue"?

Because that is what they always do once they have done all they can, which in the case of not having a version of the mobile authenticator for Windows Mobile and you no doubt complaining about that and asking them to do something about it when there is nothing they can do will almost certainly have happened.

And they are quite right to do it, if there is nothing they can do to help you are just wasting supports time creating tickets on the issue.

First of all, if there is nothing they can do they should clearly say so, "sorry, we can't help you with this issue", but they didn't. Second, I'm not complaining but rather asking for solution of a few issues I have encountered. If some of this issues can not be solved, doesn't mean others can not.

What can they tell you other than "it is not supported"?
They can at least answer that, but they didn't. And as I said I have a number of questions, even if one can not be solved, does not mean others can't.

1) As I don't have Mobile Authenticator I am constantly reminded by steam to install it. Can I somehow switch off this reminder?
2) There is an unofficial app that supposedly allows the use of mobile authenticator on Win Phone. Is there any information from Valve if it is safe to use or not? ( I don't need some user's opinion here, I need official reply if there is one)
3) Is there any recommendation guide for windows phone users regarding mobile authenticator issue?

1) I also do not use the app and I can tell you, that if you set your login to "remember my password" it will only ask you once and never again, at least for the client. (I do not use browser or phone or tablet etc.)

This is everything that exists. It is not supported and probably never will.

That's the problem with support. I ask them this questions and get "installing Mobile Authenticator FAQ" link as solution, where any mention of WinPhone is avoided as if it does not exist. They didn't even read my ticket, then they try to close it as if it is feedback, and now are in ignore mode.
So, they never read my ticket, provided no info and no answer, but somehow think they did all they could.

To answer your questions as best as possible. No, you cannot disable the nag screen. Any third-party software you use is at your own risk, and can never be guaranteed to be safe. The only thing a Windows phone user can do right now is use email-based Steam Guard and deal with trade holds. You can emulate Android, but this reduces the security of your account.

Steam does not offer support for third-party apps. The support article they linked explains what platforms are supported, and that Windows phones are not currently supported. The only question they did not answer is "can I disable the nag screen". Steam has a lot of tickets to get to, I would cut them some slack here.
