Problem :/ with files
Recently had to re-download most of my programs and pretty much everything that i have on my pc, and now i downloaded Garry's Mod, it gave me and error to download Direct X 9.0 c and so i did, but during the install to that it told me to go read and error in DirectX.log in the Windows Folder, so i did and it said that the error is that the files already exist, so i'm kinda confused on what to do next to get the game to work.

Game : Your system appears to be missing D3DX9_40.dll which is a part of DirectX 9.0c runtime necessary to run the game

So, despite not mentioned in that log, do you see a file called D3DX9_40.dll under ... ?
C:\Windows\System32\

It should be installed as part of Windows updates anyway. Have you attempted to manually execute the DirectX installation from within Garry's Mod's -folders?

Right mouse click Garry's Mod on Steam.

[Properties > Local Files > Browse Local Files]

You should have a folder there called "_CommonRedist" within which there should be DirectX -> Jun2010 -> DXSetup.exe

Right mouse click the said executable and run it as an administrator.

did it and it give "An internal system error occured.
Please refer to DXError.log and DirectX.log in your Windows folder to determine problem."

Would the issue happen if you tried installing the said DirectX package with the antivirus temporarily disabled; or while in Selective Startup? https://support.steampowered.com/kb_article.php?ref=8043-EUJN-5239
