if its not heat and its not the drivers then you may be better off asking in the hardware forum.
You should disable windows defender, or disable the part where it starts scanning automatically while you play. Or stop any automatic defrag / scan while you play (but you should check windows defender's settings, and only make it scan while you make it scan)
and disable the "windows paging file" for both drives.
Your game makes the "sound" bug (last sounds repeats continuously) because your HDD is dying.
I already had this problem happen to 3 neighbors playing csgo and dota2, they all had windows defender scanning their pc while they were ingame, and when the problem occured, the pc froze and that last sound you heard kept looping again and again and again about 5-10 minutes of freeze time. After which, windows defender was found scanning stuff. I'm also next on the list, seems my laptop's hdd is starting to "die" after 4 years of usage, I'll be upgrading to a ssd when this problem comes back because I already disabled paging file and windows defender to fix this.
Now, this doesn't mean windows defender is bad, it means your hdd can't handle windows defender scanning and moving game files around at the same time, if you ignore it, it will come back, even if nothing else is scanning, it will even freeze your pc when installing steam games or streaming videos (especially 1080p 60fps videos or better quality)
The better fix, is to get a new hdd (or ssd).
If you already have a monster of a pc (or you might upgrade your pc in the future) you should opt for a ssd.
And no, reinstalling your windows won't help. You can try, but you will only waste your time.
