Sorry for stating the obvious but you do know that F2P games will only drop cards when you spend on money on them right?

You don't get free cards with F2P games. They will only start dropping once you have spent real money in the game.

A rare exception and probably because TF2 is developed by Valve. Third party games require you to spend money.

For most games that have Steam trading cards, you earn cards by purchasing and playing the game, for which you will receive 1/2 the cards in the game's set (rounded up).

Free-to-Play games operate differently. You instead earn card drops by spending money, either from that game's in-game shop or by buying the game's DLC in the Steam Store. The current rate of all Free-to-Play games is approximately $9 US per card drop, but it is believed that Valve can adjust the rate on a per-game basis (though no games currently appear to be using any other rate).

I think TF2 was an exception because it was apart of the Steam Trading Cards beta back in 2013.

TF2 drops cards cause it was originaly not a f2p game.
At least everyone who bouht the game ages ago got carddrops with it....and if you say so probably everyone else who joined the game after it got f2p too.

Dota 2 drop cards.
Because TF2 wasn't free in beginning. If you bought game in old days, then you get some cards.

You have to buy something from the Dota store to be eligible for card drops.
