That is fraud. In every letter. Valve could file charges.
Reverse the chargeback, apologize to Steam Support and contact the developer of the game you have problems with. Steam Support is not responsible for technical issues with games made by other companies than Valve.
Steam is hardly the worst platform there is. You don't go to Walmart because your console game has a bug, right? Same with Steam. It's a store, where you bought the game, which they delivered.
Everything else is between you and Rockstar who is the developer of GTA V.
If you are dissatisfied with a game because of problematic reasons then use the refund system. It's there specifically for these cases and made for people's convenience.
You have 'a lot of problems' with a game you have 700 HOURS IN? and played 60 HOURS with in just hte past 2 weeks? A game you bought in JANUARY and then conveniently after it 'not working' after 700 HOURS you do a chargeback in APRIL?

Upon investigating further of what issues you've had with the game, it seems to me that the only issue which you've complained repetitively about was that the game have got too many cheaters playing.
This is not the equivalent of the product being broken, a Paypal dispute is only meant to be used if the product is defected as opposed to what it was promised to be.
The game was working fine for lot time and then studently from one day to other the game stopped to work, so i did all and every thing to can make it woirks even reeinstalled it and formated my computer ((just to you see how deep i had to go)) I lost three days on this and still nothing and Steam did nothing to solve this in a good way, instead trying to solve this Steam decided to treat me and to disable me the game and thats not even legal to do, so i hope steam think in what are doing and do things legaly instead of tretning the users and remove the content that was payed...
Suddenly you come back to the shop, take money out of the cashier and are surprised when not all is fine with that.
