If you encounter same problem and the drivers wont install (like for me it did not) try these:

normally it should install itself with xbox accessories microsoft-store app, but if the store/app doesnt work for you, this may be the last resort
1. Open the Windows Store and search for Xbox Accessories. Install the app and open it.
2. Plug your Xbox One controller in with a micro-USB cable.
3. Click the "More options" button (may be three dots) to check if there's a firmware update for your controller.
This solved the problem for me.
Also check if you have Xbox Extended Feature Support enabled in controller options, when it's on it creates a custom driver which may mess with your controller while you are using it in Steam. It's most likely a bug on Steam's end, as disabling it but keeping Xbox Configuration Support on everything started working again.
