Yes. Unless that game is forbidden by law in your country and enforced by the publisher. Don't know if they ban games in Turkey.

Be warned that attempting to bypass regional restrictions for purchasing and redeeming games can result in your account getting suspended. Buying from some regions to use in another is not allowed due to price difference.

EU keys will cost the same regardless of country of origin. If Turkey is cheaper than the rest of the EU, the only way to take advantage of that would be to buy directly from the Turkish Steam store.

The thread was created in 2016. The situation changed somewhat. Due to the volatility of the Turkish Lira (their currency), the country was locked down and purchases can only be done within Turkey.

So, no way to buy cheap from outside of Turkey.
