Not really, it's a dualcore and the minimum requirements is a quadcore CPU. The really, really bad TDP of just 7.5-15 Watt doesn't help its performance.

Well, it can run games with rather low requirements, just nothing recent. Dualcore CPUs went out of fashion about 5-6 years ago. Quadcores are the latest rage now.

Nah. Even a rather cheap desktop PC can run the game. A laptop that can play the game will be a lot more expensive.

You can only have two out of the three following options:
Cheap
Fast
Portable

Even my old PC that is about five years old can run GTA V at 60FPS on FullHD resolution. Not on highest settings of course. Or medium, requires low to medium settings in my case.

The frame rates look incredibly awful, but your processor is also significantly better than his, if for nothing else then for having hyper-threading.
