Status shows "playing CS:GO" but not even its process can be found on the Task Manager

So recently i've been having an annoying issue.

Soon as I boot my pc and start Steam, without clicking ANTHING, my status will be shown as "Playing Counter Strike: Global offensive". As you all know, since Steam thinks I'm already "playing a game" it won't let me play anything or even exiting Steam before closing this game i'm "playing".
Things I've tried so far:

Unistalling Steam (deleting all folders and files except steamapps folder)
Verifying integrity of CSGO cache files

Again, I'm not mistaken: I DID NOT clicked anything after launching Steam, and the task manager shows NOTHING related to HL2.exe or CSGO.exe.

I bet the task manager shows the game overlay process. Kill that.
Also, how do you start Steam?

The only Steam process that are shown on my TM is: steam client bootstrapper, and, for some reason, 2 steam client web helper. If you kill bootstrapper, steam will close and after launching it again: same issue.

If you kill the other two, they immediately come back up.

I simply kill the steam.bootstraper then open steam again

The Steam icon, dude. The same icon you click. I cannot see the relevancy of this.

There may be relevance. Do you lick the Steam.exe in the installation folder or some shortcut? In the latter case, check what happens if you reboot and click the Steam.exe in the installation folder.
