Steam Server Browser is broken, HELP!

Ever since late 2015, my Steam server browser has been completely broken. It constantly says "refreshing server list...", and only a couple random servers actually show up. My favorites? All of them say "Not Responding". Try to join a friend? Not responding. Use the server browser in a game like TF2? Same problem. I have furiously Googled this problem and have NEVER found a proper fix. I tried port forwarding the right ports on my router, no fix. I finally got wired internet to my room by using a Powerline adapter, and even connected it directly to the modem, thus bypassing any issues the router might be causing. STILL, there is no fix. The only way I can join a server is if I type it into the console of a game like TF2, but this is a hassle because it means I have to find servers using a different method. I am at a complete loss for what to do anymore, as I have literally tried almost anything I can think of. I tried reinstalling Steam, but kept the steamapps folder for my games, and the problem still persisted. I tried setting the Max pings per minute to the lowest possible setting, and it didn't work. ANY help will be greatly appreciated, as I am unable to play multiplayer games that I have wanted to continue playing for a while.

dude i have this too after a malware attack if u fixed urs without reinstalling ur entire pc please tell me im basicly crying cause this stops u from playing ark and killing floor :(

I have the exact same problem. I've been using "Gametracker" to search for and connect to TF2 servers.

Disable stuff like SPI, DDoS "protection" amd similar in your router. Such functions are designed to block traffic based on guessing and they often guess wrong.
