I cant find anything useful online so I thought I would turn to the steam community, am I able to use the gta5 wasted sound effect in a video without a copyright infringment?

That you even need to ask the question suggests to me you aren't ready to be producing videos yet. It's would quite obviously be using Rockstar's IP without consent. Ergo, copyright infringement.
