Xbox One [Elite] Controller on Windows 7 signed drivers [solved]
TLDR:

Hit the green download (top left), when done right click the file and hit properties, in "Digital signatures" you'll find two by "Microsoft Corporation", inspect/look-at/verify the certificates.

Open the (cab) file, copy the content to a folder. Open your device manager, find the Xbox one controller (probably just "Controller" before you have the driver). Click the update driver and "Browse my computer for driver software", in the "Seach for driver software in this location" put the folder where you extracted the files.

At this point you should have a working Xbox One [Elite] controller.
