Shift+tab not working even though i allowed it in settings

Whenever I open csgo it asks me to enable the universal access for steam in system preferences to enable steam overlay in-game, and when i go to settings it turns out that I already enabled it
however, when in game my shift+tab doesnt work

I enabled all the settings in csgo properties and steam settings, and even tried disabling the universal access, restarting steam, and re-enabling it after I open, but it doesn't work

For example, when I click workshop or something, or steam message, it says i need the universal access enabled for steam to use this feature but I already enabled it
I am using mac, pls help!!

try using a different keyboard first, and if that doesn't work, ask google
