Sounds like you don't understand how the Steam wallet functions.

Your funds are inside of parentheses, correct? These are incoming funds, held until process is complete.

You can click on the amount and see more information on your wallet.

After a refund and you see number in parentheses where your steam wallet money is that means the refund process is still in progress. Takes 1 to 7 days for the refund to go through and you recieve the refunded money.

As soon as the parentheses goes away, and it is just the amount listed, you can spend it as you see fit.
