Is normal if the temps rise up.
A laptop hasn't got the same cooling capabilities of a desktop PC. It's almost all squeezed on a single PCB. So the fan it is the only way it has to "breathe".
Resolution?
Check on Google if other people with the same laptop got the same "noisy" fan.
The blur effect appears only on FIFA(I guess its Fifa) or even other games?
check all settings, power management

shutdown laptop, disconnect power, then battery connector for 15 min, then connect it back, start laptop, reset power settings to defaults, Energy star
btw, ultra settings not mean best view - just maximum load...
Heat is a COOLING problem. Not a game problem
Fix your cooling.
Then it could be a Fifa problem with a specific setting. Try even other games if you have the possibility to do so.
