Empty the folder. Restart Steam.
Steam is installed on my HDD not SSD, so its installed in D: drive, No users folder there, and under users folder>appdata in the C drive, theres no steam folder.
you have limited windows account, steam was installed in profile that have administrator's permissions, and cache folder inacsessible on limited user
Only started after I upgraded windows 10 to the anniversary build a week or so ago.
Perfomed a Windows reset, and the Steam client is still very flaky. Steam pages load fine in web browser and clearing htmlcache has no effect.. Once again, only started since the anniversary update.
Sometimes it works fine but most of the time no pages will load, or will load without images and the progress spinner keeps spinning.
Close Steam. Go to:
C:\Users\<username>\AppData\Local\Steam\htmlcache
Empty the folder. Restart Steam.
