You'd need to stream a game and then have that game ONLY take input from your laptop, ignoring the keyboard attached to the machine it is running on, but allow that keyboard to continue to work for the one game.
Steam streaming will send what is on the screen and intercept ALL keypresses.
If boogers game works with controllers, and WoW isn't set up to use controller inputs, and boogers game doesn't need focus to register inputs, booger could use a controller to control his game while his sister uses the mouse+keyboard for WoW. This of course rather limits the choices of games. (But e.g. Borderlands 2 might work, look up the splitscreen guide and adapt that)
