Why can't we buy games with pending money?
I just refunded a game, i now have pending money, how come i cant buy a game off steam with PENDING money?

Because you don't have it yet. Pending means you will receive it soon.

Because Pending money is money which has not actually been confirmed and in a lot of cases actually gets denied if you have a restriction on your account, or the transfer doesn't go through due to low funds, etc. If we were able to buy games with Pending money, we may buy a game, then have our money denied, and a whole bunch of complicated ♥♥♥♥ would happen from there.
