If I buy The Elder Scrolls 5 - Skyrim Legendary Edition - PC CD can I redeem the
code inside on steam so I can use it with steam? I'm planning on buying the Legendary Edition so I can get the Remaster. To get the Remaster do I HAVE to buy the game on steam or can I just redeem a CD code?

Steam is the only legitimate place on PC to actually play Skyrim. Wherever you buy it from will have a Steam key.

That is correct. Retail disks will have a key somewhere in the box. Often times it's behind the disk.
