STEAMPOWERED.COM BELLEVUE WAUS Charge
I apparently got a charge from a few days ago for 39.99 but i have made no such purchase. Any Idea how I can go about fixing this?

The same place anyone else would go to. The Steam support website. If you tell your bank to do a chargeback then Steam can decide that you can't buy anymore games on that Steam account or with that bank's account.
