"Failed to initialize Steam Are you running Steam"? What is the fix?

I am trying to play my game but that message mentioned in the title pops up. I tried verifying game cache but it didn't work. Now I can't play all my Steam games (Airmech, TWRome 2, TWAttila, TWB:Kingdoms) Plz help me

Note:I had a issue when I can't access the game shortcuts, I fixed it by replacing them, I just put it in cuz it might be connected to my current issue (Also I'm scanning for any virus)

• Press the Windows key + R. A Run window will pop up.
  
• Type in %appdata% and hit run. A new window will pop up.
  
• Find "The Creative Assembly" folder and click it.
  
• Go into Rome 2. Find the save games folder and make a copy of it in a safe location (e.g.: Desktop)
  
• Delete the entire Rome 2 folder.
  
• Try launching Rome 2 and it should work now. After the loading screen, close the game and put the saves game folder back where it was. Re-open Rome 2 and everything should work.
  Make sure you press "Play" and not "Continue Campaign".

where are you launching it from? If it's in the start menu it's the links. Clean up your computer a bit. If it's through steam then you have an issue with the steam client, if this is the case type in the Windows browser Steam help and how to

Both through Steam Library and Dsktop Shortcut, problem is a message popping up when I open up all my games and software
