But for the second, when you uninstall a free-to-play game, it's removed from your library, but doesn't remove the license from your Steam account. So it still counts as being "in your library" when it isn't, unless you go to your licences page and manually remove it from there.
EDIT - Nevermind, looks like I'm wrong; I checked several free to play games and they all say "play game" on the store page for me.
What were you charged for a free game? It's free.
Anyway, it looks like free games say "play game" on the store because that's just how Valve decided to do it. Sounds like a pretty mundane thing to ask about.
It's what every game you 'own' on Steam will say on the store page (The button changes from 'purchase' to 'play') Since F2P games require no purchase that's why they always say 'Play'
There was never a 'download' or 'Install' button on the store pages anyway. The store looks if you 'own' the game or not. Not about if you have it installed or not.
That's exactly what I'm saying it says play although I think it shouldn't. My opinion is all.
