no booster packs what so ever

i have had a steam acount for roughly 2 or 3 years and i never had gotten a booster pack in my life (not including booster packs automatically given from buying the game) it always says it elgible every day and it never gives card drops either this is really starting to annoy me so if anyone can tell me how to fix this problem in any way AT ALL

It's not really a problem. Booster packs are extremely rare, especially if your Steam level isn't high or you are not eligible for many booster packs.

wow you responded fast but i was just about to add in that all booster packs are elgible except for 2 games

I'm eligible in a few hundred games and I get maybe one booster pack every several weeks. Nothing is wrong, they're just very rare.

You're level 4, I don't think you're eligible for booster packs until level 5+

No, there are no level limits to be eligible for a booster pack. You are eligible when you receive all the card drops from that specific game. Having higher level (every 10) just increases the chance.

I used to get 3 a month (level 80+, with a few hundred games eligible for drops) but since February this year, I will be lucky to get 1 a month.

They seem to be dropping less, unless its a Steam sale. I think more people are holding on to their cards and crafting badges during a Steam sale. (like I do)

Because you're level 4, you would be very lucky to get a booster pack.
