Keep in mind, while not against the rules to use a VPN, if you are using it to bypass region restrictions it becomes a violation of the SSA.
There are a few reasons for this.
1. Distant server: This is the first and most obvious one. You're not connecting through the server closest to your actual location, but you're connecting through a distant server which will impact speeds since there's a longer route to connect to the distant server.
2. Geographic location - The physical distance between your current location, our servers that are spread out in different locations around the world, and the location you are getting content from (the website's server your connecting to) can also impact the speeds you're receiving.
3. Your ISP - Some ISPs throttle (slow) encrypted communications. This is unfortunately becoming more common now-a-days.
4. WiFi connectivity - VPN is somewhat more susceptible to poor WiFi connections.

VPN aside...
Try all download servers until you find one with speeds you are happy with.
There are over 130 to try.
Any server near me was slow as dirt. Nearest does not always equal faster.

Today, S. Korea was better for me. Yesterday, Sweden was better. Btw... I'm on the East Coast.
How exactly would a VPN protect your data in case of Valve getting hacked? Do you actually believe that?
Generally, unless you actually know what a certain technology does, assuming it to do all kinds of wonders, is foolish. Even more so when the claims about what it does stems from their marketing departments. Seen any of those NordVPN YT ads? Yeah, I have. And they are ♥♥♥♥♥♥♥♥. I mean, they are TECHNICALLY true, but effectively, ♥♥♥♥♥♥♥♥.
