Also, lots of threads about this, bumping one up from a month ago is usually not the answer.

Exit Steam, hold down [Windows] and [R] -keys
Open up the Steam -folder within, and remove the htmlcache -folder
Hold down [Windows] and [R] -keys again
See if the problem persists.
If it does, give these two a look,
Works fine for me on the latest version of Windows 10 Anniversary Edition on both.

You know you can uninstall Windows Updates, don't you?
And yet somehow you expect everyone else to know this.
Try opting into the Steam Client Beta, and disable DirectWrite and see if that does anything. Given you've not tried those yet.
