Does it say it is used or does it say it is invalid?

World At War keys historically couldn't be activated on Steam, unless that has changed recently - you just can't activate it.

You can play it, just not on Steam. If the actual WAW installer is giving you the message the key is already used, contact the store that sold it to you.

If it says the code is invalid - you can play, just not on Steam.

If it says the code is used - then you need to go back to the shop and ask why they gave you a new code.

Yes but the official game ( before was integrate on steam ) says me "my key is already used"

Yes, you need to contact the store you bought it from. They should either give you a refund, or another package with a different key.
