Here is a list of developers/publishers that removed titles from Steam and also turned off gifting games to Russian accounts.

Due to current world events, many developers are not allowing games to be sold or gifted to that region. This includes active Sanctions that are also likely a huge part of that decision.
You also don't have accounts based upon country; where you buy from, the payment method and matching billing address determines the ability to be able to purchase a game or not, and it's price. So even if you tried to abuse the closed VPN loophole; it wouldn't work and you'd be unable to buy the game.
The most you could attempt is a 3rd party legitimate site, but if it's a steam key you may be region locked.
Best to wait until the war is over, or whenever sanctions are lifted which is not any time soon.
Actually, they can't. Gifting those games was also restricted to Russia and Belarus.
