accidentally deleted steam_api.dll

I accidentally deleted the steam_api.dll for hoi3.I've tried re-installing the game,verifying intergrity of the files,nothing worked.Sorry if there is an obvious solution to this that I'm not aware of.

Delete everything in the Steam folder EXCEPT
Steamapps
Userdata and
STEAM.exe
then click on Steam.exe it will reinstall with games intact and screenshots intact,
edited to fix spelling
adding have you tried undo delete from the folder you deleted it by accident?
Have you checked if its still in the recycle bin then restore it.

I first uninstalled steam completely,re-installed it,then I did what you said,it didn't work.
But thanks anyway for trying to help.Or maybe I'm really stupid
